Making poor countries rich is fundamentally not a viable male public sexual strategy. It undermines the economic determinants of male sexual opportunities. But the following pattern of an economic cycle is suitable as a male public sexual strategy.
Capital flows into a poor developing country as foreign investment from North America, Western Europe, and Northeast Asia. The investment provides the local population with an opportunity to meet their most basic economic needs.
Some profits are generated for foreign investors, but even higher profits go to local elites. Local elites return their profits to North America or Western Europe, for example, by sending their offspring to elite educational institutions in the West. Taking it one step further, local elites in developing countries apply for economic residency or citizenship by investment in North America or Western Europe. At this point, all profits generated by foreign investment in developing countries are repatriated to the West, and if the foreign investment involved the exploitation of natural resources, the developing country is poorer than it was at the start.
Countries that still possess valuable natural resources have an easy time attracting foreign investment. If all they can offer is cheap labor, competition is tough and will be even tougher in the future.
But one product that is easy to sell and has high profit potential for local elites is personal freedom and a good quality of life, marketed primarily to wealthy men from Western countries. This means providing as much personal freedom as possible in a social environment that is as safe as possible. More specifically, it means placing no obstructions on local sexual relationships.
